a poorly maintained hotel with 5 stars?

Pros: The staff does not look like to have customer service experience but they try their best!
Cons: The hotel needs either to be downgraded to 3 stars or remodelled if they want to keep a 5 star rating
Location: Run-down part of the town. But 10 minutes away (by taxi) to the old city, which is well preserved.
The hotel is located in a run-down part of Baku. The hotel is rated 5 stars probably because the rating has not been revised since the soviet regime collapsed and new, modern hotels, have been built in Baku. The room facilities are very basic, poorly maintained and not particularly clean. For instance we had problem with flushing the toilet that eventually was repaired. If someone from an adjacent room take a shower the level of noise is extraordinary. Breakfast is very basic, as I had already experienced in other trips to Russia proper.
