Dangerous Hazardous Unsanitary

After traveling all day I went to check in at HardRock hotel The Manager told me there was no Electricity but I could still stay! I said no electricity in the hotel could prove very dangerous and hazardous to my health The Manager agreed to refund my money for the 2 nights. And today I heard back from Hotels.com They will not be refunding my money
