No running water for at least a week off and one. No electricity for at least a day. I had to reside

Elsewhere for 10 days due to no running water and no electricity. Property manager was not to be found to resolve problems and the owner did not resolve refund for my forced stay elsewhere and prompt refund. Request my full security deposit and a 30 percent refund on rental.
