The building itself has a panoramic cubic design on the exterior and is located at Dibra Street, designed by Maks Velo in 1972 and declared a Category II Cultural Monument in 2015. The building represents in itself the aspiration of Albanian architecture to be in step with the times and in particular with the Western culture. The building became the centre of accusations by the communist regime, being called modernist and cubist.
